This is a callable function.

What it does

A message's parts filled in.

A part is written between percent signs — `Welcome, %name%` — rather than

between braces. Braces are how this language writes a value into a string,

so a catalogue using them would need every message escaped, and a catalogue

is edited by people who are translating rather than programming. The

delimiter that costs them nothing is the one to use.
