This is a callable function.

What it does

Two sequences combined bit by bit, as long as the shorter of them.

The length is the shorter rather than the longer because the operation has

no answer where only one sequence has a byte: padding the shorter with

zeros would quietly copy the longer's tail into the result, which for a

proof carried over a wire is the difference between checking it and not.
