This is a callable function.

What it does

Say the program could not start at all.

Said before any invocation is taken, so the platform stops rather than

sending work to a process that cannot do it. Without it a function whose

configuration is wrong answers every request with the same failure, and the

platform reports a service that is failing rather than one that never began.
