This is a callable function.

What it does

A cache holding at most capacity entries.

A capacity below one is kept as zero, and such a cache stores nothing: every

write is immediately evicted. That is a legal and occasionally useful thing

to configure — a cache turned off without the calling code changing shape —

so it is allowed rather than refused.
