This is a callable function.

What it does

Read exactly the requested count of bytes, or report that the peer closed

before they arrived.

A protocol that states a length ahead of its body needs this rather than

receive, which is permitted to answer with fewer bytes than it was asked

for whenever that is all that has arrived so far.
