What it does
Wait for connections, hand each to an action, and close it however the
action ended. The listener is closed when the loop stops.
The action answers whether to keep waiting, so a server stops by saying so
rather than by a flag something else has to set. count bounds how many
connections are served before the loop ends whatever the action says, so a
caller that wants one connection does not have to arrange to stop itself.
